No, Rockman EXE Advanced Collection isn't getting a reproduction Game Boy Advance cartridge. The image above is the newly-unveiled Nintendo Switch eShop redemption card design, which is meant to evoke a sense of GBA nostalgia!
These cards will be available starting March 27th from various electronic and convenience stores across Japan. As part of a special campaign with 7-Eleven and Lawson, customers will receive a special Battle Chip Set consisting of 3 in-game Chips hand-selected by Eguchi himself. Referring a friend to the campaign will grant additional Battle Chip Sets too!

Lastly, both 7-Eleven and Lawson will hold a drawing for a set of pins inspired by each game's logo. The set also includes a card signed by Eguchi too!
Unfortunately, most of what's described above is limited to Japan. But physical eShop download cards aren't too difficult to import these days. Just be on the lookout through eBay and the like. It'll make a nice commodity, I'm sure.
