It's just some strange coincidence. Like how I've always thought that there was some similarities from Metallica's song, Seek and Destroy. Same difference with this one.
The only similarity I hear is in the refrains. However in Seek and Destroy, that's another story. Its really close in more ways than one! I think I'll make one more of my "similar musics"...
I think it's possible that the MM2 sound-artists may have been listening to a little Torme (maybe it came on the Radio or something?) that day and then said "hey, that sounds cool, and this little bit here could work as part of Flash Man's music" and it inspired them to intertwine it into his stage. That kind of stuff happens all the time. Still, it's also possible that it's just a huge coincidence and that, when played together, it just sounds right...

I've found some things like that in Megaman 9 but of course now I can't remember what they were.
