Well what do you know, Shinya Arino DID play Rockman 9.

As pointed out by WanderingMind, a special episode of GameCenter CX focused entirely on Rockman 9 was once featured on the Japanese Nintendo Channel. The original video is long gone from the service but thankfully, we have the magic of the internet:
